Jalisco to Deploy Over 17,000 Personnel to Guarantee Security at the 2026 World Cup
The state is ready for the World Cup with a comprehensive operation that includes the participation of security, civil protection, health, and transportation personnel
With the aim of informing the public about the preparations and actions that will guarantee security, transportation, medical care, civil protection, and tourism services during the World Cup, state authorities today presented the comprehensive operation that will accompany the World Cup in Jalisco.
The state will have a force of over 17,000 state, federal, and municipal personnel from agencies such as the Mexican Army, National Guard, State Police, C5 (Command, Control, Communications, Computing, and Intelligence Center), Traffic Police, Civil Protection and Firefighters, the Jalisco Ministry of Health, and Municipal Police.
Three days before the start of the World Cup, the Secretary General of the Government highlighted that the state had completed infrastructure projects, inter-institutional coordination meetings, risk analyses, drills, and operational and mobility planning, with the goal of receiving up to 3 million visitors and solidifying Jalisco as the most Mexican host city of the World Cup.
Montserrat Hidalgo Gallardo, Host City Officer for the 2026 FIFA World Cup, announced that the Fan Festival Guadalajara, located in Plaza de la Liberación, will be the official venue for enjoying the 104 World Cup matches outside of the stadium.
She noted that admission will be free, with a capacity of 18,000 people, and that the venue will offer an experience combining football, culture, gastronomy, and entertainment, under strict safety and visitor service standards.
The Director General of the Jalisco State Civil Protection and Fire Department (UEPCBJ) stated that the agency will have 1,681 operational personnel and 327 emergency units available.
He emphasized that the strategy includes actions for prevention, monitoring, pre-hospital medical care, rescue, firefighting, and crowd management, not only at the World Cup venues, but also at airports, tourist corridors, Fan Zones, and high-traffic destinations throughout the state.
The Commissioner of the Jalisco Traffic Police reported that the agency will deploy 500 officers as part of the mobility operation, with actions focused on ensuring safe and efficient transportation for attendees, residents, and visitors.
He explained that the "Last Mile" strategy will be implemented, in addition to temporary traffic restrictions around the Guadalajara Stadium on match days, as well as traffic adjustments in the Fan Festival area.
The Technical Secretary of the Mobility Committee for the 2026 World Cup and Director of Mobility and Transportation for Zapopan emphasized that the planning was developed in advance through technical studies, simulations, and ongoing working groups. This will allow for alternative transportation options and operational schemes that contribute to an organized, safe, and accessible experience.

“If you have a ticket for the matches, we suggest leaving five hours early to avoid delays and to fully enjoy the Last Mile experience. Remember that there will be no parking available. You can use public transportation or the Ride to the Stadium system, which you can find on BoletoMóvil,” explained Cruz Vázquez.
“There will be no access to the Last Mile for the general public. If you don't have a ticket, we suggest avoiding the area and enjoying the World Cup experience completely free at the FIFA Fan Festival and the Vibra Jalisco events,” she added.
The Jalisco Secretary of Health reported that the health operation includes various components, among them pre-hospital and medical care, as well as actions related to mental health, protection against health risks, epidemiological surveillance, health promotion, and disease prevention.
“The number of people—including doctors, first responders, and paramedics—who will be participating in these four areas of mass gatherings during the World Cup is 230. We have thoroughly reviewed all pre-hospital and hospital care protocols with them,” he stated.
He emphasized that measles and dengue cases are under complete control, and that there are preparedness and response protocols in place for potential diseases such as Ebola. For this purpose, constant surveillance is maintained at the entry points to the state, in coordination with the national protocol.
With these actions, the Government of Jalisco reaffirms its commitment to ensuring a safe and orderly World Cup.
Through coordination between the three levels of government and the event organizers, the state is prepared to welcome millions of people and experience a World Cup in the Jalisco Style, characterized by the warmth of its people, the richness of its culture and excellence in the organization of international events.
